Utilities
Water, sewer, and trash service is available to residents of Clarksville. Services are billed monthly and are due on the 10th of each month. Bills not paid by the 15th of each month will result in disconnection. Reconnection fees are $50.00.
Disposal of household/cooking grease into drains causes severe maintenance problems for the sewer system. Please dispose of grease in the trash rather than through the drains.

Water & Sewer Service
A deposit of $150.00 is required for all water customers. New users of water service will be added as service is available. The city will bring service from the main to the meter and install the meter for the cost of labor, parts and any other materials required to complete the above connection. Meters remain the property of the City and the City will service the same; pipe and connections from meter-to-customer premise are to be installed by the customer at their expense with materials approved by the Water Operator.
The account is billed on a monthly basis. All bills are mailed on or near the 25th of the month. Bills are DUE by the 10th of each month, after which a 5% penalty will be applied to the bill. If the account is not paid in FULL by the 15th of the month, service will be disconnected on the 16th. Reconnection will be made following payment of the full balance due and a $50.00 penalty fee. In emergency situations, after-hours and weekend reconnections may be made at the discretion of the city. An additional $50.00 will be charged for after-hours or weekend reconnection.
There is a $15.00 charge for all returned checks. It is the residents’ responsibility to keep brush and other obstructions cleared from the meter.
Trash Service
All trash is required to be securely tied and in containers with lids. Customers are limited to one (1) large household item pick-up (such as sofas, chairs, tables, etc.) each week. Trash will be picked up on THURSDAY mornings from the curb in front of the residence unless other arrangements are made.
Excluded Items:
Household appliances, refrigerators, stoves, freezers, etc., will be picked up by special arrangement with Dayne’s Waste Disposal at (573) 492-6195. Under Missouri law the following items are prohibited in landfills: motor oils, batteries, tires, and lawn waste including brush and grass clippings, therefore, these items will not be collected by Dayne’s Waste Disposal.

Group Cast
Group Cast is a telephone contact system used by the City of Clarksville. This system enables city officials to quickly notify all residents of important information and better serve the best interest of Clarksville citizens. Please make sure City Hall has updated contact numbers.
City Taxes
Residents of the City of Clarksville are taxed annually for personal property and/or real estate. Payments should be made to the City Collector’s office at City Hall.
Tax payments are due by December 31st and, if delinquent, will incur a 2% per month penalty. For any resident with water service, payment of taxes is to be made by January 15th, or service will be disconnected and a $50 reconnection fee will be added to the delinquent tax bill.
Auto Stickers
Residents of Clarksville are required by City Code to purchase City auto stickers annually by December 31st. The fee is $4.00 per vehicle. Fees are considered delinquent by March 1st and the cost will raise to $5.00.
ATVs
Residents of the City of Clarksville are required to purchase a permit to ride their all-terrain vehicles, side-by-sides, golf carts, etc., on city streets. The cost of the permit is $15.00 and is due annually from the purchase date. No one under 16 years of age is permitted to operate an all-terrain vehicle, side-by-side, golf cart, etc., on city streets.
Weeds
Weeds, high grass, and other vegetation can be considered a nuisance and should not obstruct an alley, roadway, or any other city property. Limbs are to be cut back from roads and alleys to avoid obstruction.
It is the owner’s responsibility to keep areas around water meters free of weeds, grass, dirt, and debris.
If reading a meter requires the removal of grass, weeds, or other vegetation, such removal will be at the owner’s expense.
Burning
Burn days are Monday and Thursday from 8:00 a.m. to 4:00 p.m. or by obtaining a permit from the Fire Department. Smoldering fires are prohibited.
Animals
A pet license is required for each dog and cat owned by residents. Licenses/Renewals are due by July 1st annually. The cost is $3.00 for spayed or neutered animals, and all others are $5.00. If you own three (3) or more dogs/cats, a kennel license is required in addition to the pet license. Commercial Kennel fees are $10.00. A copy of the animals’ current vaccination is required to purchase the pet license.
Greenwood Cemetery—Established 1886
Corner Markers:
Two corner markers are required to be placed on the half lot or full lot purchased, to be ordered at the time of purchase, at the expense of the purchaser.
Deeds:
It is recommended by the Cemetery Board, that the purchaser should have the deed recorded with the Recorder’s Office located in the Pike County Courthouse in Bowling Green, Missouri.
Perpetual Care:
Perpetual care is included in with your purchase in the Greenwood Cemetery. Lifetime care includes the mowing and upkeep of the grounds.
Flowers:
Owners shall have the privilege of ornamenting with flowers or plants, but shall not plant any growing substance other than grass on said graves. In order to keep the grounds orderly and having a uniform appearance, any decoration or ornament that deteriorates with time will be removed by Cemetery personnel at their discretion.
Visitation Hours:
Hours of visitation in the Cemetery shall be from 8:00 am to sunset. It shall be unlawful for any person to deface or destroy any tombstone, monument, tree or shrub in or on the Cemetery grounds; or to break or tear down any fence or gate on the Cemetery property. There shall be no driving on the Cemetery grounds, other than the established roads and driveways.
Firearms:
It shall be unlawful for any person to discharge firearms or any other loud explosions in the Cemetery, unless first approved by the City. It is also unlawful to be on the grounds for the purpose of stalking, hunting, or otherwise pursuing wildlife.
Cremated Ashes:
The spreading of cremated ashes in the Cemetery is prohibited. In Greenwood Cemetery, ashes must be buried in accordance with the City Code.
